Feasibility Study for Developing a Materials Recovery & Transfer (Santa Fe)
The Santa Fe Solid Waste Management Agency and the City of Santa
Fe jointly contracted with Zia and its subconsultant URS Corporation to evaluate
the feasibility of setting up a recyclables receiving / processing / marketing operation
at the existing City of Santa Fe Transfer Station.

The project involved an
overview of the flow patterns and quantities for disposed and recycled wastestreams;
a description of in – state and out – of – state markets for recovered materials;
an estimate of the amounts and types of recyclable materials available for processing;
interviews with public and private sector representatives in Northern New Mexico
to determine the prospects for implementing a regional recycling program to support
a MRF; an introduction to basic MRF alternatives; related capital and operating
costs and requirements for different MRF configurations; options for operating a
MRF; and conclusions about a future course of action to be undertaken by the Agency
and the City.
As a result of this project the City of Santa Fe and the SFSWMA jointly
agreed to proceed with establishment of a materials recovery facility at the Transfer
Station. URS designed the retrofitting of the MRF to the existing transfer
station and Zia prepared the detailed Operations Plan for the combined TS / MRF.
Santa Fe’s long awaited and much needed new recycling facility, now known as the
Buckman Road Recycling and Transfer Station or BuRRT (pronounce Burt), is scheduled
